Men and women are different. It was designed by nature like this and there is nothing wrong about it as they perfectly supplement each other. There are stable images of men and women roles in the society, which are very difficult to change or overcome. Men are usually regarded as strong and resolute, clever and quick. Female roles are reduced to pretty and sexy objects. Advertising not only reflects the situation on the world market, but also the tendencies of the modern society and thing, which are in requisition. Gender plays in important role in advertising and gender stereotypes very often define the advertising style.
Men generally carry more important social roles, with very few exceptions, and this is reflected in the advertisements. Men play roles of authorities in the advertisements who either give examples of express their professional opinion in the contrast to women, who mainly play submissive roles of users of the products.
Advertisement can be called a measure of social opinion as it expresses the needs of the society but at the same time it also forms it. It plays a vital role in promoting labels and stereotypes. Women in advertising
First, and most traditional category of advertisements depicts women as typical housewife, fulfilling the major gender stereotype of the mankind. These characters radiate sweetness, warm-heartedness and passion to house holding. For example, the advertisement of commercially laundry “Bryza”, underlines the laundry to be totally women occupation. In the advertisement man is singing about children and stains and then addresses women with the words “Now You have Bryza”. Such an attitude implies that only women can and must be interested in laundry and other issued connected with house holding. Another bright example of such an attitude is an ad of Virginia Slims. This advertisement states “The sexiest move that a guy can make [in the house] is cleaning up.” Such an attitude presupposes that cleaning is fully women’s occupation and men, who help their women about the house, are doing the heroic deed and should be treated as heroes. Examples are multiple and we can calculate up to a dozen of advertisement, where women act as typical housewives during one commercial block. Such an attitude humiliates female dignity and strengthens social stereotype about the woman as a housewife. There is nothing bad in being a good housewife or taking care about husband and children. It’s bad when all the life is artificially and intentionally centred all around this aspect. In order to understand the accordance of this category to ethical norms, we should define on the ethics first. Ethics, or moral philosophy is defined as a set of regulation, which define right or wrong behaviour. From the ethical point of view, popularising the ideal of house keeping can not be regarded as something wrong. We should look deeper into the root of the problem to see another ethical problem here. Such kind of ads can limit female rights. Voluntary or not, but with the help of these ads socials role of the woman is reduced to the role of typical housewife. All the actions should be agreed with the ethics of the profession.
The role of submissive mother originally arises from the role of housewife. Motherhood is one of main destinations of all women. We all know about this from the childhood. Unfortunately, fatherhood isn’t considered to be one of the main social roles of the man. Rising children is considered to be mainly female prerogative. Such an attitude is reflected in the advertisements, where all children are accompanied by their caring and submissive mothers. These are mothers, who make the children ready to school, cook them breakfast, take care about their health, appearance, toys, etc. The chances to see a man in the role of loving father is very small or equals zero. These stereotypes about the role of woman as submissive mother are reflected in ad of Chewi-Quaker. Small girl is worried about new surrounding after moving to another school, but becomes popular when finds Chewis and messages from her loving mother in her lunch box. Another very bright example is a Cheetos advertisement, where the mother of four children is driving a family van around the city. These are typical ad when loving and caring mother helps her kids. It’s hard for us to imagine any man on the place of the woman in the ads about children. These ads are light and touching, but they serve a bad service persuading the society that taking care about the children is fully feminine responsibility. The social role of woman is changed nowadays and the range of her responsibilities goes much further than housework or raising children. In many families women work on a par with men or even more, but old social stereotypes are still alive and still give the perverted idea about the female role in the society. Same as the first category, the ads which include the patters of the submissive mothers don’t contradict any ethical norms directly as they don’t include any lies or violence, but the result can break the ethical norm, breaking the balance between social and personal life of the women.

I find some really nice maritime items for my collection at art auctions. I went to an art auction in Charleston last month and found a pair of candle powered navigation lights that were used on ships in the 19th century. These types of candles were also used in lighthouse stairwells.
My collection also includes a maritime item that was made in 1891. It is a chronometer and it still keeps great time. It is very special because the broad arrow on it indicates that it was purchased by the British Navy and they are known to have only the best time pieces. I found this piece of my collection at an art auction in New Hampshire.
I have another chronometer in my collection that I found at an art auction in Dallas. It was sold to me in a wooden box from someone that had owned it for fifty years. They had kept this maritime relic in a closet. I plan to keep it on display.
I was at an art auction in Miami a couple of years ago and found a fantastic maritime item for my personal collection. The compass that I won was over 100 years old and was made in Persia. The compass face has all twelve signs of the zodiac engraved on it. I thought that this was a great find.
My kids thought I was crazy when I drove to an art auction is Hartford and drove back with three hundred pounds of maritime Navy anchors. I thought they’d look great in the yard. I like to have art in my yard, in the beds I made around my trees. No one wanted to help me unload them.
I found myself in a bidding war at an art auction in Mississippi over the original builder’s plate from the SS Contessa. It is truly a unique and wonderful maritime item. I have polished it and it gleams in the display case I bought for it.
Maritime items don’t seem to be in as much demand anymore. A few years ago, my collection got easier to add to for some reason. Art auctions everywhere I went started having really great things on the auction block.
The brass plaques from old ships have always been one of my favorite things to find up for sale at art auctions. One of my favorite maritime plaques came from a ship that was used in WWII. The ship that the plaque was on was called the Marechal Joffre and it was taken from the French in 1942. The Maritime Commission renamed the ship USS Rochambeau.
I had a friend of mine that was going to attend an art auction in Anchorage a couple of years ago bid on a bell for me. I had no idea how much the freight charge was going to end up being, but I wanted this maritime item in my collection. It was magnificent.
There is going to be a really nice maritime item at an art auction I intend to attend this weekend. Lighthouse items are of interest to me more and more lately. I have found that there is going to be an antique brass oil lamp up for auction and I plan to win it. The price will probably get up to fifteen hundred dollars, but I don’t care. I need this maritime item in my collection.

My father-in-law is very interest in beer art. Breweriana is the special name for beer related artifacts. I’ve been watching for special pieces to add to his collection at art auctions I’ve been attending.
The first breweriana piece that I acquired for my father-in-law was a 1940s Lone Star Beer sign. He was so happy with this find at the art auction that he asked me to keep finding him interesting pieces of beer history. I think that finding breweriana at art auctions is definitely a commentary on today’s society.
I found another really old piece of breweriana at the very next art auction I attended. It was another sign and it was from the 1930s for Ziegler Beer. I was at an art auction in Wisconsin and had to ship that sign to my father-in-law by freight.
My quest for breweriana has taken me to some art auctions that I would not have ordinarily attended and I’ve met people that I don’t ordinarily meet. I got into a bidding war with a Cajun man over a Jax Beer sign from the 1930s. The auctioneer said that it was a piece of New Orleans history.
The Cajun outbid me at every opportunity. I had a limit that had been set by my father-in-law and we were closing in on it when he finally stopped bidding. I won that piece of breweriana at the art auction for eight hundred dollars.
The porcelain breweriana signs are showing up at art auctions all over the country. I found another one from the 1930s for Supreme Beer that was double sided and oval. I was really pleased when I was able to present that one to my father-in-law.
The tin breweriana signs are actually not showing up as often at art auctions. I felt fortunate when I found one from the 1930s for Washington Beer. The ceramic breweriana signs are much more commonplace.
After my first few purchases of breweriana for my father-in-law he decided that his taste really did run to items from the 1930s and 1940s. I’ve tried to keep this in mind when I find new acquisitions.
I usually stay away from neon or illuminating breweriana. I just don’t think it fits in with the feeling of my father-in-law’s collection. The antique feel of everything is nice. He has taken up beer making as a hobby since his wife passed away, so it is not a far leap to beer art collecting.
The Goetz Country Club Beer sign that I won at an art auction in Indiana was a little more chipped than the other pieces I’ve gotten. I was intent on winning this sign because Goetz was my father-in-law’s mother’s maiden name. He was so happy with this old piece of breweriana because of the name on it that it instantly became the centerpiece of his collection.
I found two pieces of cardboard breweriana at an art auction in Ohio. I decided that they were going to sell so cheaply that I could buy them and frame them for the collection. I’m glad I went to that art auction.
I won a sign for Velvet Beer and another one for Stratford Beer. They both were from the 1930s and they were more colorful than tin breweriana signs that I’d purchased at other art auctions. The framer that I used framed both pieces for fifty dollars.
The art auction that I attended in Rochester, New York turned out to be very fruitful for my father-in-law’s breweriana collection. There was a Standard Dry Ale reverse painted glass sign up for auction. The sign had hung in a bar until the 1960s when the bar closed down.
The most recent piece of breweriana that I bought at an art auction was an original prohibition era Miller High Life Brew sign. The red and black sign looked great on the wall with the other signs in the collection. My father-in-law plans to build an old-fashioned bar in his home, at least the decorating is complete!

You'll Need:
6 hard-cooked eggs
6 tbsp caviar (red or black)
1 tbsp chopped chives or green onions
1 tbsp chopped parsley
1 tbsp mayonnaise or sour cream
1 tsp freshly ground black pepper
Procedures : Shell the eggs, cut them in halves, and remove the yolks. Mash these well and combine with the remaining ingredients. When it is thoroughly whipped together, heap it into the whites with a spoon, or pipe it in, using the rosette end of a pastry tube.

Bean Curd With Pineapple
You'll Need:
1 lb bean curd
1 lg can of pineapple chunks
1 tsp cornflour
2 tbsp soy sauce
2 tbsp dry sherry
Oil
1 ea green onion, chopped
1 cup bean sprouts
Procedures : Cut drained bean curd into small cubes. Drain syrup from the pineapple, retaining 1 tbsp of it. Dissolve cornflour in this.
Stir in sherry and soy sauce. Add bean curd and let stand for 15 minutes.
Heat oil in a wok and stir fry the marinated bean curd till the liquid has been absorbed. Remove and drain.
Add a little more oil and stir-fry the green onion, bean sprouts and pineapple for 1 minute.

Faberge Eggs have always been special to me. I’ve been searching them out at art auctions since I was in my early twenties. I did a term paper on the Faberge Company and their history of making eggs for the Russian Tsars between 1885 and 1917.
The first Faberge Egg that I ever found at an art auction was actually quite by chance. The Faberge Egg was not one of the advertised items and was actually a bottle topper. I instantly fell in love with it and took it home from the art auction for one hundred dollars.
I saw an advertisement for a tropical Faberge Egg from a collection St. Petersburg. It was set to be up for sale at an art auction in New York City. I knew that I was going to be unable to purchase it, but I wanted to see it in person and at least put in one of the lower bids.
The tropical Faberge Egg at that art auction in New York City ended up selling for over six thousand dollars. That is out of my price range, but I was happy just to have been in the same room with this masterpiece. The eggs themselves are just exciting to be near.
The first Faberge Egg was made in 1885. I know that it will never turn up in an art auction, but hopefully I will see it someday in an exhibit. The first one was commissioned by Tsar Alexander III and was given to his wife as an Easter present. The surprise inside the egg was a golden hen in a golden yolk. The hen was wearing a tiny crown with a ruby hanging inside.
The antique Russian Faberge Egg that I found at an art auction recently was so detailed. The silver enamel egg has rubies and eagles and is marked with Faberge hallmarks. I was able to win this egg because I was bidding with someone else’s money. The best eggs always end up with the richest people.
The piece that I want in my collection is a genuine Lillies of the Valley Faberge Egg. I found one at an art auction I went to ten years ago. I was unable to buy the one I saw, because I didn’t have the money at the time. I’ve been saving for the time that I see another one.
The Lillies of the Valley Faberge Egg is covered with pearls and pale pink enamel. The egg is on a stand that has legs of matte green-gold leaves with rose dewdrops. The gold-stemmed lilies of the valley have green enamelled leaves and pearl flowers. I will look for this egg at every art auction I ever attend.
This Faberge Egg is delightful. It is surmounted by an Imperial crown of rose crystals. There is a pearl knob that reveals the surprise of this egg. The surprise is portrait miniatures of Czar Nicholas II and his two oldest daughters. The portraits are framed in rose crystals and backed with gold panels. I have heard a rumor that one will be at an art auction next year in Miami.
The last art auction I attended I purchased a Faberge Egg called the Imperial Clover Egg. It was for my personal collection and I won it for under a thousand dollars. I felt like it was quite a steal at that price.
The Imperial Clover Faberge Egg was originally made with a four leaf clover inside of it that had portraits of the four daughters of Nicholas and Alexandra. The portraits went missing during the Russian Revolution. The egg that I bought at the art auction had a stem of clovers standing upright. Two clovers in green enamel and the third, a four leaf clover, was done in diamonds. The diamond four leaf clover is a pin that can be worn.

Having worked in Law Enforcement for several years, we’re taught by our instructors and leaders to consider “the spirit of the law” versus “the letter of the law.” These considerations dictate whether or not the cop is going to give you a ticket for going 5 miles over the speed limit. If we’re to follow the “letter of the law,” we’re going to go by the book each and every time without exception. It’s the “spirit” that allows us discretion to listen to a creative story of how your lover caught you with your spouse again and “thank God you’re here to protect me, Officer… and that’s why I was speeding. I was trying to get away!”
Shouldn’t we, as business owners and managers, have that same option of discretion when a less than reasonable customer approaches chanting that misguided mantra? Now, of course, this is not to say that we should not recognize our positions as “authority figures” and practice a higher degree of professionalism, diplomacy, and tact. All of which are vital to your business. Professionalism is the difference between giving the appearance of genuine concern, and wrapping your knuckles on someone’s forehead to see if anybody’s home. Diplomacy is being able to give your customer the perception that you owe them, and have provided them with, an apology by stating something to the affect of, “I’m sorry you feel that our policy has inconvenienced you.” instead of actually apologizing and admitting fault for something that your company is righteous in maintaining. Tact is being able to tell your customer that it appears that your (policy, sign, product, etc.) was simply misunderstood without having to tell him/her that they’re a complete moron.
Now, I’m also not condoning never admitting fault or accepting responsibility for genuine wrongs and doing everything within your ability to correct them. And there are schools of thought that strictly forbid admitting fault. Their mantra? “Better to ask forgiveness than permission.” However, by the very nature of such an absolute statement such as, “The customer is always right,” provides people, who for no other reason but a sense of entitlement, a free pass to come into your business with the expectation that they’re going to be able to conduct themselves however they wish. This includes treating you and/or your employees with utter disrespect and rudeness. As a result, our employee attrition rate is relatively low because we allow them the discretion of practicing professionalism, diplomacy, and tact. Fortunately, most of our clientele allow us the opportunity to provide them with genuine friendly service and resolve any issues with a mutually beneficial outcome. Unfortunately, every once in a while, you come across a customer, who no matter what extraordinary efforts you deploy to appease, is simply unreasonable. With that, you must then make an executive decision and these are just a few questions that should be considered in rapid-fire succession almost immediately. Is this customer worth keeping? How adversely will kicking him in the pants affect my business? Am I able to resolve this issue with little impact on my business or bank account? Am I going to diminish my employee’s sense of empowerment and/or sense of dignity by overturning their reasonable decision? I’m sure there are other considerations that you’re likely to make, but these are the very minimum.
Incidentally, the person responsible for us having to endure the phrase, “The customer is always right.” was a gentleman by the name of H Gordon Selfridge. Mr. Selfridge was the founder of Selfridge’s Department Stores widely known across the United Kingdom. Perhaps Mr. Selfridge was stuck in the “letter of the law,” as he died insane and bankrupt. Food for thought.

The most common way for criminals to get credit card information is through phishing, which involves a fake email that appears to be sent from your credit card company. Normally, this fake email states that there was an error with your account, or that it was accessed by unauthorized personnel and needs your attention.
Spotting fake emails isn’t hard to do - as long as you know what to look for. The most obvious hint for most, is the fact that they don’t even have a credit card from the company that has sent the email. For others, the link is what gives the fake email away. Anytime you get an email from a credit card that you believe to be fake, you should always hover your mouse over the link, then “right click” the link with the mouse and select “view source”. If the link is indeed fake, the website address that comes up will be something other than that of a credit card company.
The criminals don’t want you to look at the source for their website, as they simply want you to click on the link before you look at anything else. Once you have clicked on the link, you’ll arrive at a website that is usually an exact copy of a credit card website. Fake sites normally include everything that the actual site does, including the logos and banners. Even for the most amateur of credit card criminals, web pages like this are very easy to create.
Those of you who have fell victim to this scam, probably realized what you have done little too late. Once you have entered in your credit card information, you have done exactly what the criminals wanted and put yourself in violation of credit card fraud and identity theft. Once the criminal has your social security number and credit card information, he is more than likely to use that information to go on a shopping spree - stealing your money and running up your account.
If you receive an email such as this, you should always delete it. Even if you just click on the fake website to investigate, you may do more harm than good. Even though you may not enter any information at all, your computer may get infected with viruses or spyware simply because you clicked on the link. To avoid this altogether, you should never click on a link that you believe to be a fake credit card company website.
If you do your part and protect your credit card information, you won’t have anything at all to worry about. Your personal information is very important, as you never want it to fall in the wrong hands. As long as you protect it, you won’t have anything to worry about. There are always criminals out there, which is why you should always be on guard. Criminals want your personal information and your credit card numbers - it’s up to you to ensure that they don’t get it. A criminal will do anything to get what they want, which is why protecting yourself is so very important these days.

Slush Funds
According to David McClintick ("Swordfish: A True Story of Ambition, Savagery, and Betrayal"), in the late 1980`s, the FBI and DEA set up dummy corporations to deal in drugs. They funneled into these corporate fronts money from drug-related asset seizures.
The idea was to infiltrate global crime networks but a lot of the money in "Operation Swordfish" may have ended up in the wrong pockets. Government agents and sheriffs got mysteriously and filthily rich and the whole sorry affair was wound down. The GAO reported more than $3.6 billion missing. This bit of history gave rise to at least one blockbuster with Oscar-winner Halle Berry.
Alas, slush funds are much less glamorous in reality. They usually involve grubby politicians, pawky bankers, and philistine businessmen - rather than glamorous hackers and James Bondean secret agents.
The Kazakh prime minister, Imanghaliy Tasmaghambetov, freely admitted on April 4, 2002 to his country`s rubber-stamp parliament the existence of a $1 billion slush fund. The money was apparently skimmed off the proceeds of the opaque sale of the Tengiz oilfield. Remitting it to Kazakhstan - he expostulated with a poker face - would have fostered inflation. So, the country`s president, Nazarbaev, kept the funds abroad "for use in the event of either an economic crisis or a threat to Kazakhstan`s security".
The money was used to pay off pension arrears in 1997 and to offset the pernicious effects of the 1998 devaluation of the Russian ruble. What was left was duly transferred to the $1.5 billion National Fund, the PM insisted. Alas, the original money in the Fund came entirely from another sale of oil assets to Chevron, thus casting in doubt the official version.
The National Fund was, indeed, augmented by a transfer or two from the slush fund - but at least one of these transfers occurred only 11 days after the damning revelations. Moreover, despite incontrovertible evidence to the contrary, the unfazed premier denied that his president possesses multi-million dollar bank accounts abroad.
He later rescinded this last bit of disinformation. The president, he said, has no bank accounts abroad but will promptly return all the money in these non-existent accounts to Kazakhstan. These vehemently denied accounts, he speculated, were set up by the president`s adversaries "for the purpose of compromising his name".
On April 15, 2002 even the docile opposition had enough of this fuzzy logic. They established a People Oil`s Fund to monitor, henceforth, the regime`s financial shenanigans. By their calculations less than 7 percent of the income from the sale of hydrocarbon fuels (c. $4-5 billion annually) make it to the national budget.
Slush funds infect every corner of the globe, not only the more obscure and venal ones. Every secret service - from the Mossad to the CIA - operates outside the stated state budget. Slush funds are used to launder money, shower cronies with patronage, and bribe decision makers. In some countries, setting them up is a criminal offense, as per the 1990 Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime. Other jurisdictions are more forgiving.
The Catholic Bishops Conference of Papua New Guinea and the Solomon Islands issued a press release November 2001 in which it welcomed the government`s plans to abolish slush funds. They described the poisonous effect of this practice:
"With a few notable exceptions, the practice of directing funds through politicians to district projects has been disastrous. It has created an atmosphere in which corruption is thought to have flourished. It has reduced the responsibility of public servants, without reducing their numbers or costs. It has been used to confuse people into believing public funds are the `property` of individual members rather than the property of the people, honestly and fairly administered by the servants of the people.
The concept of `slush-funds` has resulted in well-documented inefficiencies and failures. There were even accusations made that funds were withheld from certain members as a way of forcing them into submission. It seems that the era of the `slush funds` has been a shameful period."
But even is the most orderly and lawful administration, funds are liable to be mislaid. "The Economist" reported recently about a $10 billion class-action suit filed by native-Americans against the US government. The funds, supposed to be managed in trust since 1880 on behalf of half a million beneficiaries, were "either lost or stolen" according to officials.
Rob Gordon, the Director of the National Wilderness Institute accused "The US Interior Department (of) looting the special funds that were established to pay for wildlife conservation and squandering the money instead on questionable administrative expenses, slush funds and employee moving expenses".
Charles Griffin, the Deputy Director of the Heritage Foundation`s Government Integrity Project, charges:
"The federal budget provides numerous slush funds that can be used to subsidize the lobbying and political activities of special-interest groups."
On his list of "Top Ten Federal Programs That Actively Subsidize Politics and Lobbying" are: AmeriCorps, Senior Community Service Employment Program, Legal Services Corporation, Title X Family Planning, National Endowment for the Humanities, Market Promotion Program, Senior Environmental Employment Program, Superfund Worker Training, HHS Discretionary Aging Projects, Telecomm. & Info. Infrastructure Assistance. These federal funds alone total $1.8 billion.
"Next" and "China Times" - later joined by "The Washington Post" - accused the former Taiwanese president, Lee Teng-hui, of forming a $100 million overseas slush fund intended to finance the gathering of information, influence-peddling, and propaganda operations. Taiwan footed the bills trips by Congressional aides and funded academic research and think tank conferences.
High ranking Japanese officials, among others, may have received payments through this stealthy venue. Lee is alleged to have drawn $100,000 from the secret account in February 1999. The money was used to pay for the studies of a former Japanese Vice-Defense Minister Masahiro Akiyama`s at Harvard.
Ryutaro Hashimoto, the former Japanese prime minister, was implicated as a beneficiary of the fund. So were the prestigious lobbying firm, Cassidy and Associates and assorted assistant secretaries in the Bush administration.
Carl Ford, Jr., currently assistant secretary of state for intelligence and research, worked for Cassidy during the relevant period and often visited Taiwan. James Kelly, assistant secretary of state for East Asian and Pacific Affairs enjoyed the Taiwanese largesse as well. Both are in charge of crafting America`s policy on Taiwan.
John Bolton, erstwhile undersecretary of state for arms control and international security, admitted, during his confirmation hearings, to having received $30,000 to cover the costs of writing 3 research papers.
The Taiwanese government has yet to deny the news stories.
A Japanese foreign ministry official used slush fund money to finance the extra-marital activities of himself and many of his colleagues - often in posh hotel suites. But this was no exception. According to Asahi Shimbun, more than half of the 60 divisions of the ministry maintained similar funds. The police and the ministry are investigating. One arrest has been made. The ministry`s accounting division has discovered these corrupt practices twenty years before but kept mum.
Even low-level prefectural bureaucrats and teachers in Japan build up slush funds by faking business trips or padding invoices and receipts. Japanese citizens` groups conservatively estimated that $20 million in travel and entertainment expenses in the prefectures in 1994 were faked, a practice known as "kara shutcho" (i.e., empty business trip).
Officials of the Hokkaido Board of Education admitted to the existence of a 100 million yen secret fund. In a resulting probe, 200 out of 286 schools were found to maintain their own slush funds. Some of the money was used to support friendly politicians.
But slush funds are not a sovereign prerogative. Multinationals, banks, corporation, religious organizations, political parties, and even NGO`s salt away some of their revenues and profits in undisclosed accounts, usually in off-shore havens.
Secret election campaign slush funds are a fixture in American politics. A 5-year old bill requires disclosure of donors to such funds but the House is busy loosening its provisions. "The Economist" listed in 2002 the tsunami of scandals that engulfs Germany, both its major political parties, many of the Lander and numerous highly placed and mid-level bureaucrats. Secret, mainly party, funds seem to be involved in the majority of these lurid affairs.
Italian firms made donations to political parties through slush funds, though corporate donations - providing they are transparent - are perfectly legal in Italy. Both the right and, to a lesser extent, the left in France are said to have managed enormous political slush funds.
President Chirac is accused of having abused for his personal pleasure, one such municipal fund in Paris, when he was its mayor. But the funds were mostly used to provide party activists with mock jobs. Corporations paid kickbacks to obtain public works or local building permits. Ostensibly, they were paying for sham "consultancy services".
The epidemic hasn`t skipped even staid Ottawa. Its Chief Electoral Officer told Sun Media in September 2001 that he is "concerned" about millions stashed away by Liberal candidates. Sundry ministers who coveted the prime minister`s job, have raised funds covertly and probably illegally.
On April 11, 2002 UPI reported that Spain`s second-largest bank, Banco Bilbao Vizcaya Argentaria (BBVA), held nearly $200 million hidden in secret offshore accounts, "which were allegedly used to manipulate politicians, pay off the `revolutionary tax` to ETA - the Basque terrorist organization - and open the door for business deals, according to news reports."
The money may have gone to luminaries such as Venezuela`s Hugo Chavez, Peru`s Alberto Fujomori and Vladimiro Montesinos. The bank`s board members received fat, tax-free, "pensions" from the illegal accounts opened in 1987 - a total of more than $20 million.
Latin American drug money launderers - from Puerto Rico to Colombia - may have worked through these funds and the bank`s clandestine entities in the Cayman Islands and Jersey. The current Spanish Secretary of State for the Treasury has been the bank`s tax advisor between 1992-7.
The "Financial Times" reported in June 2000 that, in anticipation of new international measures to curb corruption, "leading European arms manufacturers" resorted to the creation of off-shore slush funds. The money is intended to bribe foreign officials to win tenders and contracts.
Kim Woo-chung, Daewoo`s former chairman, is at the center of a massive scandal involving dozens of his company`s executive, some of whom ended up in prison. He stands accused of diverting a whopping $20 billion to an overseas slush fund.
A mind boggling $10 billion were alleged to have been used to bribe Korean government officials and politicians. But his conduct and even the scale of the fraud he perpetrated may have been typical to Korea`s post-war incestuous relationship between politics and business.
In his paper "The Role of Slush Funds in the Preparation of Corruption Mechanisms", reprinted by Transparency International, Gherardo Colombo defines corporate slush funds thus:
"Slush funds are obtained from a joint stock company`s finances, carefully managed so that the amounts involved do not appear on the balance sheet. They do not necessarily have to consist of money, but can also take the form of stocks and shares or other economically valuable goods (works of art, jewels, yachts, etc.) It is enough that they can be used without any particular difficulty or that they can be transferred to a third party.
If a fund is in the form of money, it is not even necessary to refer to it outside the company accounts, since it can appear in them in disguised form (the `accruals and deferrals` heads are often resorted to for the purpose of hiding slush money). In light of this, it is not always correct to regard it as a reserve fund that is not accounted for in the books. Deception, trickery or forgery of various kinds are often resorted to for the purpose of setting up a slush fund."
He mentions padded invoices, sham contracts, fictitious loans, interest accruing on holding accounts, back to back transactions with related entities (Enron) - all used to funnel money to the slush funds. Such funds are often set up to cover for illicit and illegal self-enrichment, embezzlement, or tax evasion.
Less known is the role of these furtive vehicles in financing unfair competitive practices, such as dumping. Clients, suppliers, and partners receive hidden rebates and subsidies that much increase the - unreported - real cost of production.
BBVA`s payments to ETA may have been a typical payment of protection fees. Both terrorists and organized crime put slush funds to bad use. They get paid from such funds - and maintain their own. Ransom payments to kidnappers often flow through these channels.
But slush funds are overwhelmingly used to bribe corrupt politicians. The fight against corruption has been titled against the recipients of illicit corporate largesse. But to succeed, well-meaning international bodies, such as the OECD`s FATF, must attack with equal zeal those who bribe. Every corrupt transaction is between a venal politician and an avaricious businessman. Pursuing the one while ignoring the other is self-defeating.
